Since the late 1980s, agriculture in Central and Eastern European Countries (CEECs) has been under considerable adjustment pressure due to changing political, economic and institutional environments. These changes have been linked to the transition process, as well as the ongoing integration into the European Union and the world market. Reduced subsidies, increased environmental and food quality demands, as well as structural changes in the supply, processing and food retailing sector call for major structural adjustments and the improvement of farmers’ managerial abilities. Are Urban Consumers in China Ready to Accept Biotech Foods? AgEcon

Based on a large-scale survey conducted in 11 large and small eastern cities in 2002, this study employs ordered probit models to estimate the effects of demographic and socio-economic variables on the likelihood of biotech food acceptance in China. This study also employs a dichotomous choice model to estimate consumers' mean willingness to pay (WTP) for biotech foods, including soybean oil and insect-resistant biotech rice. This survey reaffirms that Chinese urban consumers had a low awareness of biotechnology. Can Good Projects Succeed in Bad Villages? Project Design, Village Governance and Infrastructure Quality in Rural China AgEcon

This study seeks to explain the differences in infrastructure quality across China’s villages. Using primary data on three main types of infrastructure projects in rural China, we find that a.) between-project within-village quality differences are small and project design has little explanatory power; b.) between-village variations are larger; and c.) there are strong correlations between the ways villages govern themselves and project quality. We conclude that it is difficult to make good projects work in bad communities and that there is something at the village level that is making some projects succeed in some villages, but not in others.

Centralized versus Individual: Governance of Farmer Professional Cooperatives in China AgEcon

Based on a national representative survey conducted in 2009, this study shows that the decision-making within Farmer Professional Cooperatives (FPCs) in China is decentralized to individual farmers. However, there is a trend that the decision rights of farming are decomposed to marketing, production and input procuring. While the rights for production and input procuring stay with family farmers, marketing rights tend to be collectivized. Compared to FPCs having external initiating sources, FPCs initiated by farmers are more inclined to introduce centralized decision-making. The governance structure of FPCs in transition China presents hybrid forms of both hierarchy and family farming.

CHINA'S ACCESSION TO WTO AND SHIFTS IN THE AGRICULTURE POLICY AgEcon

The overall goal of our paper is to explore this question of how China’'s policy will likely respond as the nation enters the WTO. Specifically, we will have three objectives. First, we briefly review China'’s existing agriculture policy and past performance of China’'s agriculture and how it has changed during the past 20 years of reform. Next, we examine the main features of the agreement that China must adhere to as they enter WTO. Finally, we consider a number of possible ways that policy makers may respond, primarily focusing on the national government's viewpoint.

Water shortages in important grain-producing regions of China may significantly affect China's agricultural production potential and international markets. Falling ground-water tables and disruption of surface-water deliveries to important industrial and agricultural regions have provoked concern that a more dramatic crisis is looming unless effective water conservation policies can be put into place rapidly. While China's water use is unsustainable in some areas, there is substantial capacity to adapt and avert a more serious crisis. Chinese animal product consumption in the 1990s AgEcon

Chinese animal product consumption behaviour was analysed for both urban and rural households using a complete regional consumption dataset that was augmented to include away‐from‐home consumption. Seven animal product expenditure share equations were estimated with an extended Almost Ideal Demand System model. The results suggest that Chinese consumers will continue to increase their consumption of animal products, but that consumption patterns have changed in the 1990s. A large percentage of household animal product expenditure is still on pork. However, the shares for aquatic and poultry products consumption will increase substantially. Consumer attitudes towards genetically modified foods (GMFs) play a crucial role in the development of the technology. Both government and food manufacturers of agricultural products in the US and China are optimistic about the potential market for these foods. This paper compares two national consumer surveys conducted in the US and China. To determine if influential factors are driving consumers' attitudes towards GM plant and animal products in both countries a binary logic model is used. Findings suggest that for the majority of American and Chinese consumers while their overall knowledge of GM food is low, their attitudes toward the technology are generally supportive. Can we find traditional periodic markets in the milieu of market activity that abounds in contemporary China today? As reform is transforming the rural economy, is periodic markets activity being intensified or undermined? What factors account for the evolution of China's rural markets? The goal of this paper is to provide answers to some of these questions. In one sense, the study seeks to add to Skinner's seminal work by analyzing a set of primary data collected by the authors on periodic markets in today's rural China. Contribution of Wheat Diversity to Total Factor Productivity in China AgEcon

The impact of wheat diversity on the productivity of wheat in China is examined using total factor productivity (TFP) and an instrumental variable approach. TFP in seven key wheat-producing provinces in China shows significant, though variable, growth for all provinces during the period 1982-1995. Analysis of the causes of TFP growth tests alternative taxonomies of wheat diversity (named varieties and morphological groups) and three measures of diversity. The analysis shows significant effects of diversity on TFP with results consistent across taxonomies and measures of diversity. Further decomposition of the estimation results confirms the relative magnitude of impact of wheat diversity on TFP growth.

In general, we seek to answer some of the most basic questions about the expected effects of China's entry in the World Trade Organization (WTO). On balance, will the nation's accession to WTO help or hurt farming households? If farmers lose (gain), who in the agricultural economy will get hurt (benefit)? Are there some regions in the economy that will be insulated from the effects of WTO due to their isolation from domestic markets?

China has made a major investment in biotechnology research. Genetically modified (GM) cotton is widely adopted and the list of GM technologies in trials is impressive. At the same time there is an active debate on when China should commercialize its GM food crops. The overall goal of this paper is to provide an economy-wide assessment of these issues under various scenarios. Based on a unique data from empirical micro-level study and field trial in China and a modified GTAP model, our results indicate that the development of biotechnology has an important impact on China's production, trade and welfare. Faced with the task of reorganizing the largest agricultural research system in the world, officials in China are developing a strategy for reform. This paper investigates economies of scale and scope and other potential sources of improvements in the economic efficiency of crop breeding, an industry at the heart of the nation's food economy. Using a panel data set covering 46 wheat and maize breeding institutes from 1981 to 2000, we estimate both single output and multiple output cost functions for the production of new varieties at China's wheat and maize breeding institutes.
